Germany Takes Next Step to Open Cannabis Shops
In a significant move towards cannabis legalization, Germany is gearing up to implement the second pillar of its cannabis legalization law, focusing on commercial sales. This step involves a pilot program for the sale of cannabis and edibles in designated shops across specific regions and cities.
BLE Takes the Lead
Germany's Federal Ministry of Food and Agriculture (BLE) has been appointed to authorize and monitor the handling of cannabis for scientific purposes. With this authority, the BLE can now issue licenses for growing and trading cannabis, paving the way for commercial trials.
Commercial Sales on the Horizon
Starting from July 1, 2024, Cannabis Social Clubs (CSCs) will be established, allowing members to purchase cannabis. Adults over 21 can buy up to 50 grams of cannabis per month, while those aged 18 to 21 are limited to 30 grams with a maximum THC content of 10 percent. However, these clubs do not cover direct sales to the public, which is where the second pillar comes in. The BLE's new role enables the government to test commercial sales in select shops and pharmacies, potentially leading to a state-controlled supply chain for cannabis if successful.

Not all regions are on board. States like North Rhine-Westphalia and Bavaria have opted out of the regional trials, indicating varied reception across the country.
