Hazardous Chemicals Found in 6% of European Cosmetics
A recent inspection by the European Chemicals Agency (ECHA) has revealed that six percent of cosmetic products on the European market contain banned chemicals. These findings have sparked concerns about the safety of cosmetic products across various price ranges, raising critical questions about the current state of regulatory enforcement.

ECHA's Pilot Inspection Reveals Banned Substances in Cosmetics
Between November 2023 and April 2024, the ECHA conducted a comprehensive inspection of nearly 4,500 cosmetics available in 13 European countries, including Germany, Austria, and Sweden. Through this investigation, the agency discovered that approximately 285 products (about six percent) contained banned chemicals, many of which pose serious risks to human health and the environment due to their persistence and toxic effects.
Identified Hazardous Chemicals in European Cosmetics
Among the harmful substances found, the ECHA focused on compounds known for their persistence, particularly those in the perfluoroalkyl and polyfluoroalkyl substances (PFAS) category, often referred to as "forever chemicals" due to their resistance to environmental breakdown. Hazardous chemicals identified included:
Perfluorononyl Dimethicone
Perfluorooctylethyl Triethoxysilane
Perfluorononylethyl Carboxydecyl PEG-10 Dimethicone
Cyclopentasiloxane, also known as D5
Notably, Perfluorononyl Dimethicone and Cyclopentasiloxane (D5) were commonly found in eyeliners, lipliners, conditioners, and hair masks. These chemicals not only persist in the environment but also carry risks of reproductive toxicity and potential links to cancer, making their use in consumer products particularly concerning.
Straightforward Testing Methods and Consumer Vigilance
The ECHA’s project primarily involved checking product ingredient lists, a simple approach that can also be used by consumers to identify banned substances. The agency underscored the importance of label vigilance, especially since harmful ingredients appeared across different types of products and at all price points. Consumers are advised to review ingredient lists for these restricted substances to make informed choices.

Steps Taken to Address Non-Compliant Products
Following these findings, national agencies across the European Economic Area (EEA) took immediate action to address non-compliant products. Some items were removed from the market, and suppliers were issued guidance on regulatory compliance. However, investigations remain ongoing in approximately half of the cases.
Industry and Environmental Reactions: A Push for Stronger Regulations
The cosmetic industry association, Cosmetics Europe, acknowledged the findings, noting, "This report is a reminder for the industry to ensure heightened awareness and adherence to EU regulations." However, environmental advocates argue that reactive enforcement is inadequate. Tatiana Santos from the European Environmental Bureau emphasized that delays in regulatory enforcement represent a “profound failure in corporate and regulatory responsibility,” as harmful substances continue to be present in widely trusted consumer products.
The Need for Stricter Regulation and Increased Consumer Awareness
ECHA’s findings underline a significant gap in proactive regulation, as harmful chemicals are still found in everyday products. While enforcement measures are underway, consumers are encouraged to exercise caution by closely checking ingredient labels and supporting brands committed to transparency and compliance with EU standards. As regulatory bodies push for stricter oversight, these efforts aim to protect both consumers and the environment from hazardous chemicals in cosmetics.
