If the CDU Wins, These Laws Could Change—Find Out How It Impacts You
Germany’s political climate is buzzing with anticipation as the center-right Christian Democratic Union (CDU) and its sister party, the Christian Social Union (CSU), maintain their lead in the polls ahead of early elections in February. With their potential return to power, significant policy shifts could be on the horizon. Here’s an overview of the key reforms the CDU/CSU aim to reverse and the challenges they may face.

Citizenship Reform: Rolling Back Dual Nationality
A centerpiece of the current government's immigration policy has been the liberalization of Germany's citizenship laws. The reforms, introduced under the "traffic-light" coalition, enable dual nationality for new citizens and shorten residency requirements. However, the CDU opposes these changes, with figures like Alexander Throm labeling them as “citizenship devaluation laws.” If the CDU regains power, they intend to reverse these provisions. However, they face significant roadblocks: coalition dynamics and the Bundesrat's requirements make it unlikely they can implement such reversals outright.
Recriminalizing Cannabis
Germany's recent steps toward cannabis legalization are under threat. The CDU/CSU strongly oppose these measures, citing risks to public health and organized crime. If in power, they aim to shut down cannabis clubs and reintroduce strict criminalization of personal possession.
Reworking Social Support: Bürgergeld and Basic Child Allowance
The CDU’s critique of the Bürgergeld program—a reform of unemployment benefits aimed at a more compassionate approach—is sharp. They propose a stricter Grundsicherung system to replace it. Similarly, they plan to halt the Kindergrundsicherung, a child allowance reform slated for 2025, calling it fiscally unsustainable.
Environmental Policies in Question: The Heating Law and Nuclear Energy
The CDU has its sights on rolling back the Building Energy Act, which mandates eco-friendly heating solutions. They argue for more consumer choice over government mandates. On nuclear energy, Markus Söder of the CSU has called for halting the dismantling of nuclear plants, reflecting the party's support for reexamining Germany's energy transition.
Strengthening Borders and Overhauling Migration Policy
The CDU emphasizes stricter migration controls, quick deportations, and removing incentives like family reunification for temporary protection seekers. These moves aim to reduce what they perceive as "pull effects" encouraging irregular migration.

The Coalition Challenge: Can the CDU Achieve Their Agenda?
Despite their strong poll numbers, the CDU will likely need a coalition partner, possibly from the Greens or the SPD, to govern. Both parties have shown little inclination to support the CDU's proposed reversals, especially on contentious issues like citizenship and child allowances. Coalition-building could result in a watered-down policy agenda for the CDU, as they must navigate the competing priorities of potential partners. Without a majority in the Bundesrat, many of their proposed rollbacks could stall.
What’s at Stake for Immigrants and Residents?
For Berlin's diverse and international community, these potential policy shifts could have profound effects. While the CDU’s vision prioritizes fiscal discipline and traditional values, critics argue this risks alienating progressive reforms that support integration and inclusivity. Whether the CDU can build consensus around its vision remains to be seen, but the implications for immigration, social support, and environmental policy could shape Germany's future for years to come.
